Modeled. Dealer inventory is not published anywhere; it is inferred from open interest and assumptions about who is buying and selling. Hermes reports it as a description of likely hedging behaviour, not as an observation and not as a forecast of direction.

Does Hermes place trades?

No. Hermes is a research and monitoring workspace. It does not route orders, and nothing it publishes is financial advice.
